An FFL transfer is a critical step in legally acquiring a firearm, particularly when purchased online or from an out-of-state seller. Federal law mandates that all firearm sales between private citizens and FFLs, or between two FFLs, must go through a licensed dealer. When you buy a firearm online, the seller ships it to your chosen local FFL. Upon arrival, you visit the FFL to complete the necessary paperwork, primarily ATF Form 4473. This form collects your personal information and asks questions to determine your eligibility to own a firearm. The FFL then initiates a background check through the National Instant Criminal Background Check System (NICS). Once the NICS check returns a 'proceed' status, and any state-mandated waiting periods are observed, the firearm can be transferred to you. Always confirm the transfer fees with your chosen FFL in advance.
